The item in question, is the T.W. resin figure from the UK-based Cracked Hatchet. "T.W." refers to "Teen Wolf" and this 19cm tall figure is EPIC!

"The WheresChappell version of Scott Howard in his classic beavers Basketball kit and Adi Tourneys."

They also had a McFly resin figure (inspired by "Back To The Future 2"), but that too is SOLD OUT.
