The image is of infamous Game Creator Hideo Kojima, with the character apart of @danil_yad's "Authors" series - which included the first character release with Mighty Jaxx: "Shoe Designer", not too long ago too!

Seen in the initial design (embedded below), he first came in a "jacket", with the current incarnation wearing a simple black tee, and totting his "Baby Pod" accessory - but with no "Bridge Baby" inside (as seen in the game "Death Stranding"), probably;y because, well, "licensing".
