Made of Polyresin+PVC, the figures are available individually and as a set, and are limited to 499 sets worldwide maximum (made to order).

All four figures on their dioramic bases are able to be joined to form a larger display piece, featuring differing sizes/heights: (Leo 46cm), (Raph 32cm), (Don 45cm) and (Mikey 30cm).
ORIGINAL POST: I've always referred to Hong Kong toy brand "Fools Paradise" as "Appropriation Specialists", for their evergreen crossover of our favourite pop culture icons, from the West to the East! But their recent teases looks to be a "licensed-release", courtesy of ZCWO...!
