What is it's story?
Even the toughest cookie can crumble - here our Intrepid Inspector reveals his softer (and fluffier) side by doing what clouds (especially here in Wales) do best: having a good ole weep.
Or it could just be that the rain has put out his pipe - as with all art, it's open to interpretation :)
