MY PERSONAL TAKE: personally speaking, the line between graffiti-ART and piss-poor and/or obscene RANDOM tagging is like the gushing yangtze-river. for most, it's all the same thing anyways (*all muddy water what*). while i dare not claim to be an expert in this arena, i know what i like when i see it, and the appreciation for the arts is so subjective, it cuts like a knife and bleeds contempt amongst the ignorant. public education plays a part. but arts education should be a guiding light as well, IMHO. the term "freedom of expression" has been used and abused by so many, twisted and molested - it has become a ready and lazy excuse for irresponsible personal anarchy for the ignorant.
on the other end of the spectrum, there have been quite a number of public/corporate sanctioned wall murals (disguised as "graffiti") that i've seen, that range from totally devoid of any artistic merit nor expression, to downright offensive to my delicate nature. yes, our nation is young and uncultured in urbandom, IMHO, of coz. and The Killer Gerbil is but one of a few of the guiding lights.
